The preparation method comprises ultra-refreshing fragrance preparation, ultra-refreshing fragrance solubilizing, preparation of solid gel with pH of 6-7, mixing of the solubilized ultra-refreshing fragrance and the solid gel with pH of 6-7, and the like, such that the solid-gel ultra-refreshing fragrant refreshing agent is finally obtained. The solid-gel ultra-refreshing fragrant refreshing agent is a pure natural, non-toxic, no-harm, and safe product with effects of fatigue dispelling, depression resisting, and emotion calming. The agent can be smeared on human skin, and can provide a refreshing effect. With the agent, refreshing, cooling, and pleasant fragrance can be continuously released.
