The device comprises a voltage transformer (10), a transducer (20), a voltage transformer judging device (30) and a controller (40), wherein the voltage transformer judging device (30) judges whether the acquired voltage value is lower than a preset value based on an acquired voltage value provided from the voltage transformer (10) to the transducer (20), and sends an alarm signal to the controller (40) when the acquired voltage value is lower than the preset value; the controller (40) selects a normal active power measurement value sent by the transducer (20) as an object of the effective closed loop adjustment based on the alarm signal.
