The growth regulating agent comprises the components in percentage by weight as follows: 0.002%-0.003% of 6-benzyladenine, 0.003%-0.004% of gibberellin, 0.8%-1.5% of urea, 0.0272%-0.04% of monopotassium phosphate and the balance of water. According to growth and development characteristics of the wheat before the winter, artificially synthesized cytokinin-6-benzyladenine is taken as a key component for promoting tillering, gibberellin is taken as a coordinating component for promoting tillering node growth, simultaneously, urea is added as a nitrogen substance for promoting nutritional growth, monopotassium phosphate is taken as a nutrient substance for improving cold resistance, and the combined type growth regulating agent is formed; and growth of the root system and the overground part of the wheat before winter can be promoted, the cold resistance of the wheat is not reduced, and meanwhile, the tillering of the wheat before winter can be effectively promoted.
