The piston (12-2) will produce displacement in the shell (12-1) along with changes of pressure inside the water tank to turn down or even turn off a water inlet. A shell of an electric heating device (6) is manufactured from nonmetal materials, the electric heating pipe is installed in the shell, and the electric heating pipe is a carbon fiber pipe or a halogen pipe or the nonmetal shell electric heating pipe or a metal dry heating pipe; or an electric heating wire is directly installed in the nonmetal shell, and the electric heating wire is subjected to dry heating in air in the nonmetal shell.
