The position, located at the front end of the floating unit in the forward direction,of the collector is provided with a cyanobacteria collecting port, and the collector is internally provided with a drainage pump used for discharging water into a water body, and a cyanobacteria pulplifting pump communicating with the desiccation component. The processing method comprises the steps that the collection processing unit is driven by the floating unit to move to the position of a cyanobacteria bloom water body, and the cyanobacteria is collected into the device by the collector through the cyanobacteria collecting port; and clear water in the collector is discharged into the water body by the drainage pump.
