The quantum random number generator comprises a laser, an interferometer, a photoelectric detector and an analog-digital converter, wherein the laser is used for generating signal light with phase fluctuation and outputting the signal light to the interferometer; the interferometer is used for converting the phase fluctuation in the signal light into intensity fluctuation and outputting the converted signal light to the photoelectric detector; the photoelectric detector is used for converting light intensity in the received signal light into a current signal and outputting the obtained current signal to the analog-digital converter; and the analog-digital converter is used for converting the received current signal into a discrete digital signal and outputting the discrete digital signal. By applying the quantum random number generator, random numbers can be generated by utilizing the phase fluctuation of the laser, so that the quantum random number generation speed is greatly improved and the cost is reduced.
