The agent adopts the nanometer titanium dioxide as a redox catalyst, through irradiation with ultraviolet light or sunlight with the wavelength being shorter than 400 nm, the nanometer titanium dioxide absorbs light energy, by absorbing light energy, a large amount of photogenerated holes with strong oxidizing property are formed in a solution, and elementary silver oxide can be catalyzed by photogenerated holes into silver oxide; and meanwhile, a large amount of photogenerated electrons with high reducing property are produced through nanometer titanium dioxide, the photogenerated electrons can be annihilated by being reduced by oxidizing agents such as benzoyl peroxide or hydrogen peroxide, and secondary pollution is caused in the whole process.
