A voice module provided by the interior of the optical modem is utilized, a voice plug-in is additionally arranged in the optical modem,a traditional protocol is packaged into a special protocol to be provided for other network terminals for use, and a core system of a telecom operator is prevented from being exposed to a public environment. The voice module on the optical modem is used for providing conversation capability for the fixed-line telephone, and the conversation quality is ensured by an operator, so that the voice conversation quality is more reliable than the quality of the traditional soft telephone after the voice plug-in unit is added.
