operating system; calculating a sending error increment in each sampling period, and executing two-dimensional congestion judgment: if the sending error increment exceeds a first threshold value or the total length of the sending
queue exceeds a second threshold value, marking as a suspected congestion state; and carrying out congestion confirmation and
recovery judgment by adopting an asymmetric time filtering mechanism. According to the invention, active
roaming triggering is realized by directly monitoring the
queue state of the transmission layer in the
user space, the method does not need to modify a
