The present invention features that in the inside of the eccentric part, one first eccentric part plane and one second eccentric part plane forming certain angle are formed, and in the inside of the eccentric shaft bush, one first shaft bush plane and one second shaft bush plane forming certain angle are formed correspondingly, so that when the eccentric part rotates, the eccentric part and the shaft bush are in area contact state.
