The invention obtains the SATD by simply summing or subtracting related elements of a partitioned matrix of a difference value image block in an original space domain or processes part of Hadamard transformation and calculates the SATD for the part of Hadamard transformation matrix, which saves (partly saves) a calculation process that processing the Hadamard transformation for the related elements of a partitioned matrix of a difference value image block in prior art.
