The embodiment of the invention discloses a time-frequency resource allocating method used for a multicast service of media broadcasting. The method comprises the following steps: an MBSFN (multicast broadcasting single frequency network) area is matched with each adjacent area in a gathering way; the adjacent areas which satisfy the preset matching requirements are selected to allocate the time-frequency resources of the MBSFN area in a gathering way. The embodiment of the invention further discloses a time-frequency resource allocating equipment. By utilizing the embodiment of the invention, the MBSFN area is matched with the adjacent areas in a gathering way and the resources are allocated according to the matching condition, thus leading more small areas to use the same time-frequencyresources, increasing the gains of the combination of the small areas, and avoiding the contradiction that remains of the time-frequency resources are incurred in the random allocation, but no resources can be allocated at present.
