According to the method, the MBMS service scheduling by taking the cell in the MBSFN region as an object is realized, and transmission of the MBMS service in the cell is prevented from being closed in a cell where no user receives the MBMS service, or when the number of users receiving the MBMS service in the cell is lower than a threshold, so that the utilization ratio of wireless resources is increased, and waste of transmission power is avoided.
