The method comprises the steps that the base station identifies whether the number of users meets the predetermined first broadcasting threshold condition in a predetermined cycle or in real time according to the number of the users subscribing the eMBMS service in a multicast broadcasting single frequency network (MBSFN) region; the number, meeting the first broadcasting threshold value, of the users is responded, the base station distributes multicast broadcasting subframes BMS to serve as service subframes, and a control channel comprised by the BMS contains instruction information of service data received by a user terminal through a data channel; the number, which does not meet the first broadcasting threshold value, of the users is responded, unicast subframes are distributed to serve as the service subframes, and the service data are borne; the base station inserts the service subframes in a downlink data frame sequence, and sends the data frame sequence to the user terminal in the MBSFN region. According to the technical scheme, scheduling modes of the base station can be flexibly switched between the multicast broadcasting mode and the unicast broadcasting mode, and the flexibility and the resource utilization rate of eMBMS service resource scheduling are improved.
