The method comprises the following steps that: UE in an LTE system transmits an RRC connection reestablishment request message to a target eNB in a target cell under the target eNB when meeting certain conditions after the service is activated in the cell of a source eNB; and the target eNB determines the source eNB according to the information in the RRC connection reestablishment request message and acquires the related information of the UE from the source eNB to establish a radio link for the UE so as to finish the subsequent RRC connection reestablishment process.
