The device is characterized by comprising a charging flow guide section, a corona bar pre-charging section, a mixed flow guide section and a mixed section, wherein the charging flow guide section comprises m1 rows and n1 lines of charging flow guide blades; each charging flow guide blade is arranged in a channel through a connecting shaft and is formed by continuously arranging a plurality of blunt body branch blades; the corona bar pre-charging section comprises m2 rows of positive and negative interphase bar-shaped electrodes; two ends of each bar-shaped electrode are fixed on the inner wall of the channel through a connecting piece respectively; the adjacent bar-shaped electrodes are connected with a positive electrode and a negative electrode of a high-voltage electrostatic power supply respectively; the mixed flow guide section comprises m3 rows and n3 lines of mixed flow guide blades; each mixed flow guide blade is arranged in a channel through a connecting shaft; the mixed section comprises m4 row and n4 lines of vortex-generating blades; and each vortex-generating blade is arranged in a channel through a connecting shaft.
