The device comprises an oil inlet / outlet control valve, an oil drainage control valve, an oil inlet / outlet operating valve and an oil drainage operating valve, wherein a pressure sensor is arranged on the hydraulic energy accumulator; both the oil inlet / outlet control valve and the oil drainage control valve are hydraulic control safety valves; both the oil inlet / outlet operating valve and the oil drainage operating valve are electromagnetic valves; the oil inlet / outlet operating valve is used for controlling the oil inlet / outlet control valve to be opened and closed; the oil drainage operating valve is used for controlling the oil drainage control valve to be opened and closed; the oil inlet / outlet control valve is used for controlling the connection and disconnection between a high-pressure oil source and the hydraulic energy accumulator of the hydraulic system; the oil drainage control valve is used for controlling the hydraulic energy accumulator to drain oil; and the pressure sensor is used for outputting the inflation pressure of the hydraulic energy accumulator.
