The complex dielectric constant of soil is a key parameter for associating soil attribute with microwave radiating capacity. The relationship between the soil attribute and the microwave radiating capacity can be built by accurately measuring the complex dielectric constant of the soil medium. According to the method provided by the invention, a transmission reflecting method and a free space wave method are combined; a measuring system is formed by a network analysis meter and a microwave narrow-band antenna; a semi-infinite space required by the free space method is simulated by a wave-absorbing material; the reflection coefficient of the surface of the measured medium is measured on the basis of metal plate calibration; the complex dielectric constant of the soil medium is calculated according to a double-layer plane medium transmission reflecting method principle. The complex dielectric constants of three standard mediums such as lunar soil, polytetrafluoroethylene and flesh water are simulated by the method provided by the invention, and the measuring result coincides with the theoretical model value.
