The effective gentle makeup-removing micelle liquid comprises, by weight, 15%-30% of makeup-removing components, 0.15%-1.0% of additives and the balance aqueous phase components, wherein the makeup-removing components are composed of babbasu seed oil glycerinum-8 esters and dipropylene glycol. Aggregate mass point particles with the size identical to that of colloid are automatically formed by the babbasu seed oil glycerinum-8 esters, and therefore the micelle liquid is formed, the performance of a surface active agent of the micelle liquid is thoroughly achieved, and the dissolving capacity of the micelle liquid to common grease of makeup products is good; the dipropylene glycol can be well dissolved in a micelle liquid system, so that micelle formed in water by the babbasu seed oil glycerinum-8 esters is more balanced and stable and the makeup-removing capacity of the micelle liquid is well improved.
