The solar panel generates power and stores the power into the storage battery, the storage battery powers the low-temperature evaporation device which is composed of a heating wire, a temperature detector and a temperature control switch, the heating wire is buried around a soil water-containing layer, the temperature detector is buried at a middle area of the heating wire, and the temperature control switch is connected with the storage battery. By using the device, water content of a soil surface layer area can be increased, and a certain amount of water can be provided to plants planted on a surface layer. Through low-temperature evaporation effect of the device, capillary effect of soil is changed to enable fresh water to move towards the soil surface layer, movement of salt water is controlled effectively, and the device has effect of preventing soil secondary salination.
