The invention discloses a light control device, a transparent display device including the same and a manufacturing method thereof. The light control device reduces light transmittance in a light-shielding mode. The light control device includes: a first substrate and a second substrate facing each other; a first electrode provided on a surface of the first substrate facing the second substrate; a first electrode provided on a surface of the second substrate facing the first substrate; A second electrode on the surface; a plurality of partition walls arranged on one surface of the first electrode facing the second substrate to maintain a gap between the first substrate and the second substrate; a plurality of partition walls arranged on one surface of the first electrode and a plurality of a first alignment layer on each of the partition walls; and a second alignment layer disposed on one surface of the second electrode facing the first substrate.
