The method comprises the following steps of (1-1) delay estimation; (1-2) business measurement; (1-3) bandwidth accounting; and (1-4) user scheduling. The method provided by the invention has the characteristics as follows: balance between delay sensitivity of real-time business and fairness of the system is achieved, application of the user business can be dynamically tracked, occupancy of system resources is estimated, and thus reasonable distribution of resources is ensured, and service quality of business development is facilitated to ensure customer perception.
