The system comprises a drainage ditch (2) and an invisible water sucking tube (3), wherein the invisible water sucking tube (3) is arranged at the bottom of the drainage ditch (2); a plurality of accumulation devices are mounted at intervals on the invisible water sucking tube (3); the accumulation devices comprise rain collection kilns (5), water collection and conveying tubes (4) and overflowing water conveying tubes (6); holes are formed in the walls of the rain collection kilns (5);the upstream of the invisible water sucking tube (3) is connected with the walls of the rain collection kilns (5) through the water collection and conveying tubes (4); and the downstream of the invisible water sucking tube (3) is connected with the holes in the walls of the rain collection kilns (5) through the overflowing water conveying tubes (6).
