The thermal exploitation device comprises a working platform and a heating bucket; a gas injecting pipe and an oilpumping pipe are mounted in the middles of the two sides of the lower end of the working platform in a communicating mode correspondingly; fixing columns are mounted at the four corners of the upperend face of the working platform correspondingly; fans are fixed to the upper ends of the fixing columns correspondingly; solar panels are mounted on the two sides of the upper end face of the workingplatform correspondingly; an air blower is mounted on the position, located at the gas injecting pipe, of the upper end face of the working platform; a storage battery is mounted on the position, located on one side of the air blower, of the upper end face of the working platform; the heating bucket is located at the end, close to the air blower, of the upper end of the working platform; a waterinlet pipe is mounted at the upper end of the heating bucket in a communicating mode; the upper end of one side of the heating bucket is connected with the gas injecting pipe through a steam pipe; a heating block is mounted at the bottom end inside the heating bucket; and an oil storage bucket is fixed to the upper end face of the working platform.
