A plurality of pieces of first traffic usage information corresponding to the plurality of first network devices and a plurality of pieces of second traffic usage information corresponding to the plurality of second network devices are collected.Total traffic of corresponding network clusters and traffic usage difference values among the network devices in the network clusters are calculated according to the plurality of pieces of first traffic usage information and the plurality of pieces of second traffic usage information, and preferential updating values of the corresponding network clusters are calculated. The network devices in thenetwork clusters with the relatively bigger preferential updating values are preferentially updated according to the preferential updating value.
