Abstract

The method comprises the following steps: (1) determining an initial experiment object and an initial control object; (2) carrying out data acquisition; (3) carrying out score model selection and parameter calibration; (4) determining an experimental object participating in comparison and a matched control object; (5) calculating a safety influence effect; and (6) determining a congestion charging policy safety influence range. According to the method, a unit with basic characteristic attributes similar to those of an initial experiment object in a congestion charging policy safety influence range is selected as an initial control object, the traffic accident numbers in the same time period of the two objects are collected respectively, and the actual influence range of the congestion charging policy is judged based on a proposed cause and effect analysis model.
