The method comprises the steps of S1 acquiring power distribution network data, establishing a first-layer model, acquiring a time period division mode and calculating first-layer fitness f1; S2 dynamically reconstructing each divided time period based on a random spanning tree reconstruction method according to the time period division obtained in the step S1; S3 establishing a second-layer model according to the network topology of different time periods and the load characteristics of each moment obtained in the S2, obtaining an optimal cluster division result, and recording the corresponding optimal fitness f2max; and S4 returning to the first-layer model, updating the first-layer fitness according to the second-layer model fitness obtained in the S3, realizing the whole process through a double-layer nested genetic algorithm, and simultaneously obtaining an optimal dynamic reconstruction strategy and a cluster division scheme through repeated crossover variation and double-layer optimization.
