The flood forecasting model (10) comprises a single river flood forecasting model and a river system flood forecasting model; for different flood forecasting modes, a neural network is utilized to train and learn the evolution rule of the river flood, so that the downstream flood process is forecasted according to the upstream flood process; and a single river channel and river system flood forecasting model is established by adopting an intelligent algorithm combining an improved BP neural network and a genetic algorithm, wherein the model is used for river channel flood forecasting. A user reads related data information in the database by calling the flood forecasting model to carry out flood forecasting. Compared with the prior art, the method of combining the improved BP neural network introducing the peak value correction coefficient with the genetic algorithm is adopted for forecasting, modeling is reasonable, the algorithm is reliable, precision is high, and the operation speed is greatly improved compared with the prior art.
