The invention discloses a voice-based man-machine communication system and method. And the system comprises STB, service server and remote control device, where the STB comprises voice signal processing device to collect and process user sent voice signal; the service server comprises voice recognizing device to receive and recognize client end sent voice signal; the STB processes the voice sent by the remote control device and then sends the processed voice to the voice recognizing device, the voice recognizing device sends operating instruction to the STB according to the STB sent voice signal request, the STB receives the operating instruction and then analyzes wheter it is an legal operation: if not, not executing it and displaying voice operation failure prompt on TV set screen; and for legal operation, according to the instruction, executing normal service flow to implement user's operation.
