When terminal reenters into network, using connection configuration information held on network by base station and terminal, and through switching optimized indication domain protocol, the method speeds up procedure for terminal to access network. The system includes base station access control device, terminal access control device, base station access information memory, and terminal access information memory. Since terminal and base station can use configuration parameter at previous connection, the method does not need to carry out negotiation so as to quicken access speed, and save resources of aerial interface.
