The communication system comprises a communication network main branch and a satellite switch management control branch, wherein the satellite switch management control branch comprises a satellite routing controller and a satellite control node which are in data connection; the satellite routing controller is in data connection with a radio network controller and a mobile switching center; and the satellite control node is in data connection with satellites. The method comprises the following steps that: 1) the mobile switching center sends caller/called position information of the call to the satellite routing controller; 2) the satellite routing controller establishes a user information table of the call and requests the radio network controller to which the caller/called parties belong for user link channel information of the caller/called parties according to the user information table; and 3) the satellite routing controller analyzes and determines a switching router and sends the determined results to the satellites through the satellite control node.
