The estimator consists of a partial discharge ultraviolet detection unit, an insulating medium parameter measurement unit, a temperature detection unit, a central control processing unit, a GSM data communication unit and a power management circuit, wherein output ends of the partial discharge ultraviolet detection unit, the insulating medium parameter measurement unit and the temperature detection unit are connected with an input end of the central control processing unit respectively; the output end of the central control processing unit is connected with the input end of the GSM data communication unit through a CAN bus; and the output end of the power management circuit is connected with power ends of the partial discharge ultraviolet detection unit, the insulating medium parameter measurement unit, the temperature detection unit, the central control processing unit and the GSM data communication unit respectively.
