The method comprises the following steps of: receiving an online charging request initiated for a user call, wherein the online charging request carries identification information of a charged terminal; determining whether the charged terminal belongs to roaming according to the identification information of the charged terminal; if the charged terminal is determined to belong to the roaming, directly sending an indication message used for continuing the call; and obtaining a generated bill after the call is ended, and performing a charging process on the charged terminal according to the bill. Simultaneously, the present invention also discloses a charging system and a charging device. The method, the system and the device in the present invention can avoid the problem that when the user is in the process of international roaming, whether the bill generated by the user is charged can not be confirmed, thereby realizing accurate charging.
