An optical codeword label in the methods and the devices consists of a network optical label and a node optical label, and the optical codeword labels of all destination nodes in a multicast group form an optical codeword label group. The optical codeword label group is generated for a data packet at an edge node, and is added in front of a carrier signal to form an optical packet signal with multicast capability, and the optical packet signal is simultaneously transmitted to all the destination nodes in the multicast group. The multicast group can be flexibly created, changed or canceled by regulating the composition of the optical codeword label group. By the methods and the devices, the utilization efficiency of optical codewords is improved, the total number of the optical codewords required by a system is decreased, and simultaneously, label switching is not required in node routes of optical packets in each sub-network, and only a packet forwarding function is required to be finished.
