[0077] Based on the method introduced in this paper, the intelligent optimization system for distribution network production blackout plan was completed and put into trial operation in September 2009 through the joint efforts of Jiaxing Pinghu Power Supply Bureau and IBM China Research Institute. In 2010, when the power grid scale increased by 9.2%, the average scheduled blackout times ASTC-3 of Pinghu Power Supply Bureau decreased by 30.7%, and the average scheduled blackout time AIHC-S-3 decreased by 42.2%. This method was promoted and used in various county branches of Jiaxing Electric Power Bureau in 2011. The system has effectively improved the efficiency of power outage plan management.
