The system mainly comprises an improved closed heat source tower (1), a solution expansion tank (2), a phase-change heat storage tank (3), a constant pressure device (4), an ethylene glycol circulating pump (5), a solar heat-collecting panel (6), a load pump (7), a heat source tower water pump (8), a heat source tower heat pump set (9) and an air conditioner end (10), which are communicated through water pipes, and valves are installed for regulation; and the phase-change heat storage tank (3) is in series connected with the improved closed heat source tower (1).
