The device comprises a contiuously variable transmission, a flywheel motor, a battery pack and a controller, wherein the flywheel motor comprises a flywheel; the contiuously variable transmission is connected between the flywheel and axles and is used for regulating a speed ratio of the flywheel to the axles; the controller is used for receiving a signal transferred from a complete vehicle and judging the working condition of the vehicle; when the controller judges that the vehicle is in a preset working condition, the controller controls the flywheel motor to generate electricity, and mechanical energy of the flywheel is converted into electric energy to be stored in the battery pack; when the controller judges that the vehicle is in a braking working condition, the controller adjusts the variable speed ratio of the contiuously variable transmission to realize the acceleration of the flywheel and controls the flywheel motor not to generate electricity, so that the mechanical energy of the axles is stored in the flywheel; and when the controller judges that the vehicle is in a starting working condition or in an accelerating working condition, the controller adjusts the variable speed ratio of the contiuously variable transmission to realize the deceleration of the flywheel, so that the mechanical energy stored in the flywheel is released to provide auxiliary driving force for the axles.
