The control device is used for opening the air ventilating valve and making the vacuum pumping device supply negative pressure to the RO membrane filter core. Furthermore on condition that a fact that a pressure value which is fed back by the negative pressure vacuum meter is a first preset pressure value is acquired, the control device performs controlling for closing the air ventilating valve. Furthermore on condition that the pressure value which is fed back by the negative pressure vacuum meter is not lower than a second preset pressure value after a preset pressure keeping time period, the control device reminds a tester of a fact that the RO membrane is qualified and the second preset pressure value is not larger than the first preset pressure value. According to the testing device and the testing method, an existing water testing mode is replaced by a negative-pressure air testing mode. Simple testing device structure is realized, and furthermore a problem of bacteria contamination to the RO membrane filter core is prevented.
