The alternating-current power controllable unit comprises a rectifier and an inversion branch unit, and the inversion branch unit comprises the branch resistances, inverters and second step-down transformers. According to the power regulating and controlling power transmission system, the alternating-current power controllable unit with a direct current resistance and the branch resistances is loaded between a high voltage bus and a power transmission line, and natural tidal current transmission and active power adjustment of electric energy are achieved through the alternating-current power controllable unit and the alternating-current power natural control unit to get ready for standby application. When the alternating-current power natural control unit conducts individual controls, the power transmission line outputs power according to the line and the load impedance, and natural power is formed; when the alternating-current power controllable unit conducts individually control, the constant current, constant voltage and constant power method is adopted, the output power of the power transmission line can be controlled, and controllable power is formed.
