According to the technical scheme of the invention, a vehicle-mounted data file is transmitted to the buffer of a vehicle-mounted data reloading module through a wireless network. The vehicle-mounted data reloading module simultaneously sends a preparation ready state to a ground system and a vehicle-mounted display to require the online update of vehicle-mounted data. The online update process is manually started on the vehicle-mounted display, or the online update process is started on the ground by the ground reloading control personnel. The wireless communication module acquires the identification number of a vehicle-mounted host plug-in arranged on the ground, and automatically compares the consistency of the identification number of the vehicle-mounted host plug-in of a vehicle-mounted terminal.
