The method comprises steps of firstly, carrying out space load prediction on a to-be-planned power distribution network region in a planning year so as to obtain future load node distribution conditions of the to-be-planned power distribution networkregion; then, according to the load node distribution conditions, establishing an upper layer optimization model and by use of the model, obtaining an optimal power distribution network framework structure in the to-be-planned power distribution network region; according to the optimal power distribution network framework structure, predicting load characteristics and distributed power generationoutput characteristics of all loads in the optimal power distribution network framework structure; and finally, establishing a lower layer optimization model for locating and sizing and profit modelsof the energy storage station, and by use of the model, calculating to obtain the energy storage station locating and sizing and a construction site for the optimal profit of an energy storage station investor.
