When cutter feeding is stopped, the tooth profile curved surfaces of the lifting gears are made to abut against the upper tooth surfaces of the lifting racks through spring force of the return springs all the time. When cutter retracting is needed, the tooth profile curved surfaces of the lifting gears can be made to abut against the upper tooth surfaces of the lifting racks through spring force all the time without making contact with the lower tooth surfaces of the lifting racks.
