The advantages of high light efficiency of the xenon lamp and energy conservation and environment protection of LEDs are used by the underwater xenon lamp and the LED composite lighting device, the xenon lamp and the plurality of LEDs are installed in the watertight shells according to the designed position relation; the xenon lamp and the LEDs are used as independent light emitting point light sources, and when all the light emitting point light sources are in a light emitting working state, the light energy is enhanced due to the fact that the emitted light is overlapped; meanwhile, a receiving field of view is enlarged.
