The low-temperature rapid heating system comprises a battery management system and a heating controlling system, wherein the battery management system is used for managing energy and heat of the power battery pack and carrying out short circuit protection; the heating controlling system consists of a controller, two IGBT transistors, an inductor and two diodes; the controller controls the two IGBT transistors by applying a pulse width modulated signal to realize a transient short circuit and drives the two IGBT transistors to be simultaneously connected or disconnected so as to control a current in a loop; by virtue of a pulse width modulation mode, the connection and disconnection states of the first and second IGBT transistors are continuously regulated, so that a current in the inductor fluctuates by being lower than a fixed value limited by bus insurance. According to the low-temperature rapid heating method and system disclosed by the invention, the current repeatedly passes through an internal resistor of the battery to generate heat for heating the power battery pack, and the battery pack is rapidly heated. The low-temperature rapid heating method and system have the advantages that large heating current and the controllability of the system are both ensured; the battery heating efficiency is improved by adopting a method of the transient short circuit.
