The method comprises the steps that (1) a combustible ice natural gas exploiting layer section and a warm water injection layer section are determined; (2) in the combustible ice natural gas exploiting layer sectionand the warm water injection layer section, a communicating channel of the formation and a borehole is established by means of perforation and the like; (3) a warm water pipe, a downhole regulating and control device and a sand control screen pipe are placed on the corresponding downhole positions, wherein the downhole regulating and control device and the sand control screen pipe are connected to the bottom of the warm water pipe; (4) after being measured and / or properly regulated and controlled, the warm water on the surface layer of the ocean is introduced into the lower portion of the combustible ice stratum and injected into the selected injection layer section; (5) melted water and natural gas mixed liquid is driven by the pressure difference to flow through the sand control screenpipe, enter a gas-water channel, and flow upwards to a separation lifting system, and gas-water separation is achieved through the separation lifting system; (6) combustible ice is melted, and water from combustible ice melting flows out to enter the gas-water channel; and (7) combustible ice natural gas exploiting is conducted safely and stably.
