The wrapping device uses wrapping materials (32) for wrapping the baler (10), particularly, an agricultural baling machine for preferably cylindrical wrapping, and has a breaking mechanism (34) with a cutter (36) and capable of moving between a wrapped object breaking position and a stopping position, wherein at least one blocking mechanism (46) is arranged to block the breaking mechanism (34) at the package breaking position in a mechanical manner. Disclosed isthe blocking mechanism (46) for blocking the breaking mechanism (34) of the wrapping device (28) at the package breaking position, and the baler is disclosed, particularly, the agricultural baling machine for cylindrical wrapping, and is provided with the wrapping device (28).
