When the congestion in a cell intensifies at time t1, a load balancing (LB) module is executed on that cell to resolve the congestion event, thereby changing the configuration of cell 1 to configuration B. At time t2, a special event (SE) module is executed on cell 1 with a higher priority than the LB module. However, when SE starts executing on cell 1 at time t2, the configuration of cell 1 has been changed to configuration B by the LB module. Abstract

A method for coordinating execution of functions within a self-organizing network is disclosed, the network including a plurality of network parameters, a controller, a locking mechanism having a processor and a memory and being in communication with the controller, and a plurality of modules configured for operating on the network parameters, wherein each of the plurality of modules is assigned acorresponding priority. The method includes receiving a request from at least one of the modules for a lock, and providing the lock to the module having a highest priority level relative to the plurality of modules that requested a lock. The method further includes receiving a request at the locking mechanism from the module having the lock, and enabling the module having the lock to make changesto a network parameter of the plurality of network parameters, wherein the changes include at least one of steady-state changes, transient changes, and provisional changes.
