The method comprises the following steps of: respectively optimizing auxiliary encoders by using an original optimization target A and an expected optimization target B of a target encoder to obtain two optimized auxiliary encoders; using the two optimized auxiliary encoders for encoding the same image, and obtaining two code rate distribution results of the image; adjusting encoding parameters of the target encoder by using the two code rate distribution results; and encoding the image by using the target encoder with the adjusted encoding parameter. Through the method, the index of a non-mean square error can be effectively optimized, and a decoder does not need to be modified.
