The motion estimation (ME) computational complexity of the moving image data, is calculated. A target discrete cosine transform (DCT) complexity is updated, based on the difference between the calculated complexity and a target ME computational complexity. The DCT process on the image data, is performed or skipped, based on the updated DCT complexity. Independent claims are also included for the following: (1) moving image encoder; and (2) computer readable recorded medium storing moving image encoding program.
