According to the wet-oxygen oxidation method, hydrogen peroxide is additionally used in the conventional wet-oxygen oxidation process, so that the oxidation property of the aluminum component can be improved; meanwhile when being in contact with the wafer, hydrogen peroxide can be explosively decomposed into water and oxygen, so that oxygen partial pressure on the surface of the wafer is improved, and the aluminum component can be sufficiently oxidized into A12O3 with a low refractive index.
